Hair-clips come on a non-slip lined alligator clip so it is detachable from the stretching headband which is also included in this listing. Tutu is made with red, white and blue cotton prints. I have also added red, white and blue nylon tulle, and embellished the tutu with narrow, satin Offray ribbons in red and blue. Waist is 18", length is 9". Fits sizes 12 mos., 18 mos., 24 mos., size 2. I make all of my tutus with elastic waists. This enables you or your little girl to easily put the tutu on or take it off, and alleviates the problem of sagging and falling off because of an untied ribbon. 29
